Tax Education & Controversy Assistance
In 2001, ABDC became a Low Income Tax Clinic (LITC) which provides tax education and assistance with controversies to low income and English-as-a-second language taxpayers.
During 2007, the program provided education to over 400 residents in 54 villages and assisted over 150 taxpayers with controversy issues.
Tax Education
ABDC volunteers travel to remote villages throughout Alaska and provide education on tax topics such as: Earned Income Tax Credit, Filing Status and Estimated Tax Payments/Withholdings. This education helps taxpayers understand their tax obligations and rights in addition to options available for future tax planning.
Controversy Assistance
ABDC staff provides assistance to taxpayers with IRS controversies, as many clients who receive notices are unable to understand them due to the complexity of the material and/or the language barrier. Assistance is provided in each case by explaining the notice, researching the problem and working closely with the client for a resolution. Most common issues include, Installment Agreements, EITC Examinations, Injured Spouse Claims, Prior Year Returns and Amended Returns.
Eligibility for Services
Tax education is provided to all interested persons regardless of income. However, controversy assistance is limited to individuals whose income falls under the following limits:

The income limitations will not necessarily prevent the clinic from assisting a taxpayer. However, requests from individuals outside the stated income levels will be evaluated on a case-by-case basis.
